Module 1, Week 2: Overview
Despite the rapidly changing world, many aspects of disasters and their responses have remained the same. Therefore, we can still learn the basic principles of disaster response and have a high probability of success. The module will focus on the Emergency Operations Plan (EOP), the National Response Framework, and the different levels of planning.
Objectives
After this module, students will be able to:
- Define and describe the Stafford Act
- Describe the types of disaster declarations
- Differentiate between Civilian and Military roles in disaster control

Sometimes disaster drills can become disasters. Select one disaster drill you were involved with. Discuss what went right and what went wrong. What lessons did you learn from this drill that were intentional or non-intentional? If you have never been involved with a disaster drill, pick one of your choice and explain the possibilities of what could have the potential to go right or wrong.
Assignments
Read chapter 1 in the Kramer (2009) text-Disaster Planning and Control. The chapters align with the objectives by providing the student the opportunity to consider the information presented in the chapter and reflect on these concepts. After reading the chapter, prepare at 6-page paper (Content). The paper will provide an overview of the history of emergency management and the roles of the military versus civilians as well as discuss the various levels of planning.
